Most new churches qualify for the 1023-EZ. To do so, you must meet both the Revenue and Asset thresholds below.

How do I know which form is right for me?
So, the IRS provides two different paths for your 501(c)(3) application based on the size of your ministry's 'footprint':"
- The Streamlined Path (1023-EZ): This is like an 'Express Lane.' It is reserved for smaller start-up ministries that anticipate raising less than $50,000 in a year and currently hold less than $250,000 in total assets (cash/property). It is faster and less expensive.
- The Standard Path (Long Form 1023): If your vision is starting larger, meaning you expect to raise more than $50,000 annually or you already have more than $250,000 in assets, the IRS requires a much more detailed 'Long Form' application. It takes more time to process because they want a deeper look at the finances of larger organizations.
Can a small church do the full 1023?
Yes, absolutely. Any organization can choose to file the long form. Some leaders actually prefer it because it forces the board to be extremely detailed about their plans upfront, and it provides a more "permanent" record of the church's activities in the IRS files.
Does the 1023-EZ negatively impact funding?
For a typical local church, no. Most donors and local grant-makers just want to see the 501(c)(3) Determination Letter. However, for very large national grants (like federal government grants or major private foundations), they sometimes ask to see the original application narrative. Since the 1023-EZ doesn't require a narrative, those rare funders might ask for extra documentation later.
